Not all Phantom Thieves are created equal. After extensive testing in Version 4.0, here is our definitive Persona5: The Phantom X tier list. These rankings are for general PVE content — PVP meta shifts constantly.
S-Tier — Must Pull

A-Tier — Strong
Ann (Panther), Ryuji (Skull), Makoto (Queen), and Yusuke (Fox) all sit in A-tier. They are excellent units that clear all content, but they lack the broken passives of S-tier characters. If you do not have S-tier, these will carry you just fine.
Do not sleep on B-tier units. Some like Morgana (Mona) and Haru (Noir) have niche uses against specific boss mechanics that make them irreplaceable in certain palace runs.

- Is Joker better than Wonder?
- Joker does more raw damage, but Wonder is more flexible. For general content, Wonder is better. For boss rushing, Joker wins.
- Should I pull for dupes?
- Only for S-tier units. A dupe gives a significant stat boost and unlocks a passive skill. For everyone else, save your Crystals.
- How often does the tier list change?
- Every major patch. Version 4.0 just shook up the meta — older units got buffed, new ones entered the top ranks.
